Mr. Qamar Zaman , Joint Secretary (IRC)
Mr. Qamar Zaman is Joint Secretary (Institutional Reforms Cell), Cabinet Division at Prime Minister’s Office, Islamabad, Pakistan. He belongs to Commerce and Trade Group, having experience of twenty years in the public sector of Pakistan. He has served in various ministries including Textiles, Commerce, Climate Change, and Establishment Division. He has also served as Director General, TDAP, Sialkot which is export cluster of sportswear and sports goods, leather, surgical, fan, furniture and engineering products. Mr. Qamar Zaman has also served as Commercial Secretary, at Pakistan High Commission South Africa for four years.
Mr. Zaman supervised the participation of Pakistan business delegation in 1st China International Import Expo (CIIE) in November, 2018. The delegation was led by Honourable Imran Khan, the Prime Minister of Pakistan. Prime Minister Imran Khan was a keynote speaker at the opening ceremony of CIIE. President Xi Jinping, Prime Minister of Pakistan and many heads of states visited Pakistan pavilion in CIIE, which was established by TDAP.
Mr. Zaman is presently working on the restructuring of the federal government and its departments, civil service reforms (induction, training, compensation and career progression), E-Governance, and on other various initiatives, being introduced by the government.
Mr. Qamar Zaman holds M.Phil. degree in Governance and Public Policy from National Defence University, Islamabad. The topic of the degree thesis of Mr. Zaman was “Impact of CPEC on the Exports of Pakistan”. Mr. Zaman has avid interest in economy, international trade and finance, industrialization, investment and public policy.
